Sequential numbering

I designed a fire report and need it to be automaticly numbered BUT it needs a prefix of 03 (EX: 03-001) I need it to be sequential and automatic. I can't seem to keep it sequential.

How about creating two fields?
The first one would be an automatic,
the second one would be the prefix.
You then could use both of them as your Primary key.
