Set password on access option

is it possible to set password for access database option only so any user can use the access but they can't go to option to change in current database option

i want to disable "Allow Full menu" , " Allow Default Shortcut Menu" and "Navigation"

if there's no, is there a way to hide those functions just for admin only

i want user can use access freely but they cant use navigation or menu
just the form that i had created
