Sharing one form with users who do not have access to the back end storage tables

Hi All,
I have a survey that I'm building in Access. This survey is intended to be sent to all employees. Where can I find information on options to share the ONE survey form with the floor, even if they don't have access to the shared drive that the back end tables are stored on. Is this even possible? (Web db?, InfoPath?, others?) Any information, advice, opinions, etc would be greatly appreciated!

PS. We do NOT have SharePoint.. I know.

If they don't have access to the shared area how are you expecting them to enter data into the db?

Depending on the complexity and length of the survey, I would use either email or a spreadsheet. Access 2007 and 2010 both have the ability to send emails and process the returns. This feature may be deprecated in A2013 so if that is important to you, please verify.
