Should I escalate this?

Hi All,
There is a convenient store near by my Home. In the night times, the watchman of the store gets money from drunkards and letting them liquor on its premises. Should I escalate to the Manager in the Morning?

p.s:
Not only that, He is beging everyone crossing there for 10s and 20s

I don't know your culture's viewpoint on this, but in the USA, that is called "loitering" and, depending on the local municipal rules, would be a misdemeanor, a petty crime. The begging is not 100% illegal in the USA, but it is frequently disallowed as "illegal solicitation." Again, I have no idea what your culture calls this. The only questions YOU have to ask are

(a) Is it bothering you or your neighbors?
(b) Are you at least somewhat friendly with the manager in question? Friendly enough to know whether he would care about this?
(c) Do you think the watchman would take offense enough to retaliate before he leaves?

None of us can answer those questions. It's up to you.
