Stop tab from starting new record in form

I've been trying the suggestions in this thread but haven't had any success with my problem.

I have a form that consists of 4 tabs - Job Details, Personnel, Client Info & Financials

Pressing CTRL+TAB to navigating between pages is working except for in the Personnel page.

- Pressing CTRL+TAB from record 1 in Job Details takes me to record 1 in Personnel.

- Pressing CTRL+Tab in Personnel takes me to record 2 in Personnel and not to the Client Info page.

- Pressing CTRL+Tab again takes me from record 2 in Personnel to record 2 in Client Info and then to record 2 in Financials.

Any suggestion on how to stop Ctrl + tab from going to the next record in the Personnel section?
