strange wizard problem

I have Office 2000 and Access 2000. I have had this problem on clean, standalone, Win ME and XP Pro installs. With only Office installed on these operating systems Access is unable to setup or run any of it's wizards. This includes wizards like the Add-In Manager.
The first message when trying to run a wizard is the Jet Error 3197. Another user tring to make changes at same time. When I clear this I get an access error "This feature isn't installed." I have researded this at TechNet with no results.
If you have any ideas please be kind enough to pass them on.

Do you know when whoever installed Access whether or not they did a standard install, or an advanced or custom install where the user chose what they wanted installed.

I had a similar problem and I had to re-install the wizard component so that I could use things like the sub-form wizard and other wizards I could not use previously.

Thanks for your reply. I did a custom install and ran everything from my hard drive. I have tried to reinstall and to repair several times. Is that what you mean?
