Remember when the whole idea of giving out free crack pipes was, according to the liberals, a wild conspiracy theory concocted by the supposed "far right" ?

The FactCheck article was published in February 2022 which makes it dated. Based on current news, the prior disclaimers would appear to be simply smoke to mislead the gullible and detract from the planned distribution of drug paraphernalia vending machines. Consider that it rakes a while to design and construct these vending machines. Where they denying the intent while actually issuing the contracts for these vending machines? See the more relevant June 2023 Post article below.
Elan Quashie, the drug-prevention worker, had not replenished the vending machine’s supply of pipes by late afternoon, although he restocked some of its other products.

Just to toss in the consipricy angle, the subject of this thread:
Did Ms. Blasio use that money to fund the vending machines?

Getting back to the purposeful misuse of words to mislead the public:
Las Vegas is betting on a new approach to combat rising heroin and HIV rates: vending machines of clean needles.
How will these vending machines actually combat rising heroin rates?
These machines will provide opportunities to reduce infection rates, but they would appear allow increased heroin usage. After all, if you provide something with minimal negative costs, people will use that product (heroin) more. Again the wording of these programs is designed to make the gullible members of the public (falsely) believe that something is being done to solve the problem, when all that is being done is to "mask" the problem so the public is less aware of the problem. Puts a (fake) smile on the politicians face for being able to demonstrate their (disingenuous) humanitarian concern to the public.:(
