Subreport showing under wrong report

I have a report that lists the progress of each employee. Within this report, I also have two subreports. The tables are linked by employee name.
Most of the employee reports print perfectly. But I have one individual who doesn't print on the main report. The thing is that this persons subreports print under someone else. This other person is getting two reports. One with their subreport info and one with the 1st persons subreport info. The reports master/child fields are properly linked and I cannot find a difference between the problem persons info and others.

To complicate the issue, each week the problem person might be someone different.
 
I have discovered the problem but not sure how to fix it. The problem was the employee name was in the page header instead of EmpName header for grouping. While changing that fixes the original problem with displaying all the employees and their data, it has now caused another issue.

The reports should all look like page 1 of the attached pdf. But some people's records are coming out like pages 2, 3 and 4. Notice on page 4 the last record from the previous person shows up on the next persons page.

Here's how the report is setup. The report's record source is

The report contains two subreports both linked to the main report by the EmpName fields.

The report has a primary grouping of Assigned and secondary grouping of EmpName.

The assigned grouping states "Do not keep group together on one page" and the EmpName grouping states "Keep header and first record together on one page". I've also tried "Keep whole group together on one page" but get the same results.
