"There was a problem sending the command to the program"

We were on a 2003 Windows Server and it crashed. We went to 2008 Windows 32/64 bit server. We have Access programs that have run for years. We are getting "There was an error sending the command to the program" only when we execute on the server. On user station that use MS 2003, we do not get any error. Has anyone run across this? If so, how did you fix it?

It could be the UAC that was introduced with Windows Vista/Server 2008 that requires elevated privileges to run almost everything. Have you tried right-clicking the Access program and using Run as administrator?
 
We found this and are running as system administrator. The problem becomes that access does not "Close" so that programs can not run unattended.
