I have deployed a db in 16 regions : all regions with less that 100 000 records work well the two regions with more than 100 000 recodes give a an error message. There was an an error executing the command. Have I reached the limit for access. The hightest being 250 000 records.

You have not reached the Access limit. An mdb size is limited to 2G. Millions of records are possible, if you have enough time. With that many records a non-Access (SQLServer, Oracle, even MySQL) back-end is highly desirable.
