Update Table column with dates based on From - To Value plus filtered location

Dears,
The idea is that I'm trying to update all the records of the table based on From - To numbers, CmdUpdate on Click Event to update the table, please note that I need to filter for certain location before updating, and previous month data to be kept so where in another table for future reference, I have 5 different locations that r to be updated frequently on monthly basis, the amount of data are about 300,000 records. see attached image for more clarifications. Action queries (INSERT, UPDATE & DELETE) are red flags of improperly structured tables. Especially when those queries need to be run frequently.

Data shouldn't change en mass, most likely you need a new table(s). Can you post a screen shot of you relationships along with a bit of detail about what this data is for/ represents?

Thanks for the initiative. I'm attaching sample database this so far what I manage to do, the cmdUpdate is to update both ReceivedDate and MothOfIssuance columns under tblMontlhlyData, it needs some queries which I fail to do it. hope I'm not make confusion or mixing up the thinks.
