What kind of light arrangement is this

LEDs normally need some sort of transformer so it is possible that there is a transformer somewhere else ...

Quite interesting. Mine is wired DIRECTLY to the source. Like, when I take off the outer plate - there's nothing but the 3 wires going into the house, and the light thingy is affixed directly to the plate.

I just googled the QR code without the date portion and that's what came up.
