Why does the properties box appear?

When I launch certain pages, reports from the db the properties box sometimes appears as if by magic - WHY?

Can I stop this from happening?

In Access 2000+ (I think) if you save a form/report from design view with the properties window open, when you open the form/report in normal mode, the properties window will still be open. Try saving the report/form with the properties window hidden.
