Windows / Access vs Linux /OpenOffice

I currently have microsoft Windows 98 thru xp and office 97-2000
well My friend told me that linux has a free office program called open office and I was wondering which is better, and if Open office has a program like MS Access

They have a Database "Tool" based on xBase, but does not sound like Access. They have a windows version of the software also (you don't need Linux). Here is the information and download site
