Workgroup File

Is there a way to add an already existing database to a workgroup? I have two databases that are linked togeter that I need to setup security for both. They should use the same workgroup file. The only way I know how to do it is to create the workgroup file, then create a blank database under that workgroup and import the objects from the unsecured database. That seems so cumbersome.
