Up to a point, yes, but this was a very specific complaint based on rich land-owners having both exemptions from service due to owning large numbers of slaves (they had to stay home to prevent revolt) and rich men being able to pay their way out of serving, either via direct contribution or by hiring someone to serve in their stead.

The poor, on the other hand, were often, if not usually, just conscripted, and were incredibly bitter about it. Morale was a very serious problem for the Confederate army because of this, although it was countered in part by stories of black men raping white women, warnings that the north would have the blacks enslave the whites, etc.
