It's rare that I ever contradict a VIP (actually I've never done it before) but for Access 03 and 07 for SPECIFIC databases at least you can effectively get rid of this.
Create a Bitmap and place it in the directory where your access mdb or mde is located.
Except for the extension name this bitmap file EXACTLY the same as the mdb or mde.
Now when you open your mdb file the bitmap will appear instead of the Office Spash Screen.
I don't know whether this is the same for specific excel and word files but I've got it working in Access 2007 for some specific applications that I've put together.
So if you created a 1 by 1 bitmap and named and placed it appropriately the splash would appear to disappear.
