Access Packaging Wizard error ????

I have a problem with the Access XP (2002) Developer Edition Packaging Wizard.
When I try to package my database it gives an error on the first screen when I try to select the main file.

Error:

"The file that you specified could not be opened. Possible reasons for this include:
-Access is not installed on your computer.
-The version of Access installed on your computer is incompatible with this file.
-The file you specified is not a valid Access file."

My Access version is: 2002 (10.2616.6626) SP3
I did download the servicepack for Access 2002 packaging wizard but cant download Office SP3 for some reason (always fails)

The database was originally in Access 2000 format and gave this error. I converted to 2002 and it does the same error.

Is there some trick to doing this or am I missing something?
 
I don't use 2002, so this may not apply, but if it was a 2000 ver then i would decomplile it first... Lots of stuff to find if you search on decomplie but if stuck post back...
 
I managed to get it to work. As it turns out if a database is secured (workgroup file) the packaging wizard doesnt handle that correctly. You have to start it from the VB code window as an Addin to get it working right.
