Adding new users

Hello,

I have been reading on admin and user groups. Is there a way to setup the security to allow everyone to able to run a runtime version of my access system?

I created the system with the intention of allowing the user who logs into a specific pc to be able to run the system.

Or must I add people to the users group before they can run the app on their pc?

Any help explaining how to add people to the user group would be appreciated as well.
