after closing app file lock still reamins

After closing app file lock is still remaining so I cannot ente in design mode. Also I cannot delete manually this file
What can I do?

This is a widely reported new bug release from the latest Windows Update. There are multiple threads here and on other forums discussing it and providing the fix. A search will surely turn up several.
