Hi,
Airdroid allows you to connect an android phone to your PC then you are able to send SMS (see attached image) and make calls using your PC.
It also allow you to use your smart phone as a web cam. I've just found airdroid and it looks like a handy piece of software.
In the past I have used access to make calls on skype but you have to pay for them. Using Airdroid there is no cost as you are using your phone..
