Cannot Close DB in multiuser environment

When users try to close Access 97 databases (and this happens in several offices) we sometimes get the following three messages e.g.

Couldn't save; currently locked by user 'Admin' on machine 'CSL600'

Followed by

The Save Operation Failed

Followed by

Out of Memory

Any solutions?
 
a. Do you know where 'CSL600' is located?
b. Can you have the network admin force everyone out of the folder/fle?
 
a. Yes I know where CSL600 is located

b. People are working on the database, I don't want to force them out, I just want to know how to unlock the database so others can close down when they no longer need it.
 
Sounds like everybody does not have full permissions to the files within the directory that the db is located in. Also sounds like the db is not split.
 
Sometimes getting everyone out will resolve some obscure record edit conflicts. Also, good point by ghudson - is the db split?
