checkbox issue

I have a check box what I would like to do is that when the check box is "checked" it would display a combo box and if not checked displays nothing. And at the same time why is it that when I check the box it would either stay checked or unchecked depending on what I choose? How do I keep it checked or unchecked everytime I open my database?
