I have recently taken over a database that is connected to excel. I am having trouble understanding what this formula does. Can anyone help to interpret this?
=VLOOKUP(AT16,Orgs!$G:$P,2,FALSE)

It looks for the value found in AT16 in the first column of the range Orgs!$G:$P (that doesn't look right, but I'm no Excel expert), and returns the value in the second column from the first match it finds. The false makes it only return an exact match.

For more clarity you can look at the Excel Help on this function. But what it does is

Vlookup - looks for a value in the leftmost column of a table, and then returns a value in the same row from a column you specify.

In your case:
  • Looks up the value in cell AT16
  • In table 'Orgs!$G:$P' - this is a range in worksheet (Orgs) in the spreadsheet, covering columns G to P
  • 2 - return the value in the second column of the range - in this case column H. Column G being column 1
  • Find an exact match to the value in cell AT16
