Conditional Formatting Default Not Changing

I have some conditional formatting set up on a subform.

The default conditional formatting is set to green but when the form is run, the areas which should be the default green are still just white.

Whats going on ???

what's the cf EXACTLY? what are the values that should be colored? what's the datatype?
