if the numbers are your own, cant you issue self-checking numbers then

eg with a 10 digit number, make the 10th digit dependent on the other 9 - normally you do some calculation like

digit 1 * 2 + digit 2 * 5 + digit 3 * 8 etc, and then keep take a modulus of the answer to end up with a single digit remainder, which becomes vthe 10th digit.

you lose some numbers (but you you have 100million of them), but it becomes harder to guess/enter a valid number by mistake.

look on internet for examples of modulus calcs (in UK the sales tax is called VAT - VAT modulus will find some examples)
 
once again the COC number IS NOT OURS. We get paper work with the number already on it. We just do the data entry. WE CANNOT CONTROL THE 10 DIGIT NUMBER.

I just need to build a form that makes my user enter the number twice for accuracy.
