Control the size of the legend in a chart (1 Viewer)

Is there a way to manually control how the legend appears? I have a chart that appears on every page of the report. On some pages the legend is larger than on other pages. See the attached images. I've tried pulling and pushing but nothing seems to work. In fact if I play with it too much Crystal seems to get confused and the whole thing gets hosed up.
