I have a request to convert a Microsoft Access 2000 database from english to spanish. Can this be done easily?

I'm not sure about changing the language in Access only. You can however change the language ( e.g. to Spanish) in MSOffice programs altogether.
You can try this :
On the Windows Start menu, point to Programs, point to Office Tools, and then click Microsoft Office Language Settings. On the Enabled Languages tab, select the check boxes next to the languages you want.

Unfortunately it does not give spanish, but might help.
You can try this :
