Create a direct link to some data

I currently have a form in Access 2003 which is filled with quite a lot of data. Each new form need to be approved by some people, and I send them an email through Access to ask it.
Is it possible to have a direct link to the form filled with the particular data they need to approve without creating a website?

Convert the form into a PDF although this is not going to provide any functionality testing. There a number of free pdf generators aboot on the Web.

Can't do that, they have to be able to edit the form

I don't know your set-up but I would either create a Test Database for them is approve and make this available either locally or email it to them. The sapplication and data should be split and just send the program files.
