Create MDE File Greyed Out

I currently have an Access 2003 database and am trying to create an mde file. The "Make MDE File" menu option is greyed out from the tollbar. So I then tried to create a new database and import all of the forms, reports queries, tables, macros, modules, etc. I can only import the linked tables and queries because all of the forms, reports, macros, modules are greyed out. Any ideas?
 
I don't think so. As I open the file, it says it is opening Firestatistics.mdb, not mde. I can also hold the shift key down and instead of bringing me to a login screen like the mde should, it brings me to the tables, forms, reports, etc. so I believe it is the mdb file.

1. If the forms, reports, macros and modules are grayed out, it is an mde. It might be NAMED .mdb, but it is an mde.

2. If you open an mde while holding shift down you can see the tables, queries, macros, forms, reports, and modules. You can't open the macros, forms, reports, or modules in design view. So, if you can't open any of those in design view, you're in an mde.

3. In an mde you can still make changes to queries and tables.


So, I'm 99.9999% sure that you are in an mde.
 
The thing is if I hold the shift key down and open the file it says opening an mdb file, opens it, and I can then go into design view for the forms, reports, macros, modules, etc. Make mde is greyed out. I can then create another blank database, try to import from the same file that I just mentioned and being able to go into design view for forms, reports, etc, but when selecting import from external data, after selecting the database, that is when I can only import table links and queries as forms, reports, macros are greyed out. I am wondering if there are some additional tools you need above and beyond Access 2003 to create mde files?

No tools necessary.

Have you tried compiling to see if there are any errors? If all else fails can you upload the database file here so we can take a look?

How can I import forms, reports, macros, modules from an mde as you said to another database?
