creating form with two option buttons

Hello again.
I am doing a worksheet for college and have been asked to create option groups on a form, but I cannot work out how to do this.

The screenshot shows what I have to do but I cannot get the option group wizard to open.
When creating my form based on the design in the screenshot I dragged the Rate field onto the design view sheet but it has only one option button connected to it, I need to add another one that will be connected to the same field and am not sure how to do it. I did try adding another option button from the control bar but I am not sure if is connected to the same field with the correct yes/no properties. Sorry this is a bit of a complex request.

The control wizard can be turn on/off, so are you sure it is turn on?

Yes it's on but not appearing when I click on the option button. Also don't know how to link an option button the the correct field.
 
If the wizard doesn't work with the other controls, (when it is marked), then I think there is something wrong with your MS-Access instalment.
I've attached a small example database with an option control, try if the wizard works in that database, it does by me.
I've also included a description how to create an option control without a wizard.

Thanks for you help, the instructions provided by my college missed out some steps, it is now working.
 
Good you got it to work, how about the wizard does that work too?
