criteria in a query

What type of a formula or criteria do I need in my query to enter a starting number of 1 in my table and then every year on a specified date - have that number to go to 2.

and year 10/11, the starting number will be????

zero gives a problem if you are using numbers
the next year, 1 gives a duplication problem
