Crosstab Query make table guidance

Trying to streamline some data input and I'm looking for guidance. Ideally data input from a crosstab query would be best, but I'l pretty sure that is not doable. So I'm open for suggestions.

Any input would be appreciated.

Just some sample data as an example of what I'm trying to accomplish.

Items
Suppliers
Data (created from Crosstab Query)

Trying to do like this Matrix

Instead of doing it like this.

though I've never played with it. You could also use a form bound to an un-normalized local table, and append the data to a normalized table when the user is done entering.
