Current Database Default settings

So whenever I create a new Access file, I always have to go into:

Access Options>>Current Database>> and then change settings like overlapping windows and such...

Unfortunately when I open MS Access 2007 without creating a new file and try to do the same thing... the Current Database options are grayed out...

So my question is, where do I go so that all the settings, I need to apply, will automatically be applied to any new database I create?

Is there such a place? Can I even do this?
