design view openning off

hi,all db spec.
i wanna off my all db front end,back end componet. actually it can be with password. that mean when a user will try to open my report,form etc in design view it will need pass for open.
would any body help about this task?

i am using access 2003.

In 2003 the process is pretty similar but you will need to look in Tools menu Start-up options.

i know db tool hide mean design view off. but when user will use shift bypass then..?
