Question Designing Database Issue

And one other thing: requirements and training history are two different things. Requirements for a given employee are derived through that persons functions, which may change with time (either functions or requirements of each function). The training history is a record of an employee having done given sops, and that is not related to the function or department, but follows the employee.

Question, does the PK always has to be an Autonumber, I know its a common practise but I was wondering can I have for example Doc Number as a PK where the Data Type is Text

PK's are normally not for human consumption but for relating tables. For that the Long data type is the most efficient, compared to strings In your case the load on the DB is not likely to be very large, and speed is hardly an issue, so IMHO you could use the doc number.
