Disable Design mode for users - Access 2007

I created Access database some time ago (Access 2003) and disabled design mode for users. Now IT installed Office 2007 to all laptops in the system. I want to " unlock" this "no design mode" state but do not know how to do this (Google does not help much). Please, help.

Extension is mdb, but I cannot "unlock" it neither in Office 2007 nor 2010 Access. mde is irrelevant in this case.

There is a setting to disable the Design Mode of tables in Datasheet View.
This is in Access Options > Current Database.

AFAIK there is no other "locking" of design mode except by converting to mde/accde.
 
Well, may be I cannot explain well. When I created an mdb database in 2012 it was in Access 2003. I set something (sorry do not remember how) that, when users open the database and the first form is on, right click does not bring up the popup menu, from which Design Mode can be selected. Now I want to "turn" off this. This is just that simple. Currently the only way to open my mdb in design mode is SHIFT/Enter.
Sorry for this mess.
 
Access Options > Current Database > Allow Default Shortcut Menus
 
This is a sort of catch-22. When you are going to have a front-end with options disabled, you NEVER distribute the "real" developers copy. You make a second copy in a separate work area, diddle the settings, and then distribute THAT copy, retaining the design master copy with NOTHING disabled.

Galaxiom has told you where it is located, but the problem will be that once you have disabled that copy, you will have the devil of a time getting that feature enabled again because to do so, you have to be able to see the ribbon. If you turned that off and left yourself no back door to turn on the ribbon again, you are in a bad place.
