Yes, if you go to User CP > Your Control Panel > Your Profile > Edit Profile Picture

Edit Your Details
Profile Privacy

Until you reach the requisite number of posts, you will not have the option to add an Avatar. Once you do, it will appear. Read the Announcement that appears above each category:
