encoding in vba

strange problem
i've got a new laptop. i installed the same verison of office then on my previous computer. whn i open my files, i can't even log in as all my special keys are turned from čšž to something else.
i could change them all but it would be unpractical, and i don't really want to, sa i have to use them in tables and forms.
i'm sure there's a simple solution for this.

check your regional language setting selected in Windows Control Panel on the new computer and make sure it's the same as you old one

no idea what to do
i installed office 2k13.... same issues

In the end it was regional settings I guess. Had to remove English altogether.
Took me 8 hours, but got it at 4am, lol.
And I checked those settings before and they looked ok....
