Filemaker access (1 Viewer)

Hi I wonder if someone can point me in the right direction, hope this is the correct section.
I have use of access 2007 and filemaker 12.
I need to create a system to keep scouts records and badge records. I have started using filemaker but I would like to be able to run the database on the web.
Is access as easy to use as filemaker.?
Can I publish to web and if so what kind of server?
Can you create menu system etc?
Sorry for all questions.
