I have 2 issues that you may be able to help with:

I have created a relational database at my workplace that allows me to track employee training within our organisation.
I have now been asked if i can create a webpage that will populate a table (online training evaluation).. My web design knowledge is limited but am i right in thinking that i have to use PHP, and SQL?
Is there any way of simply creating a form that can be viewed as a webpage that will populate the access table in the background (I am probably over simplifying this).
My second question is this: Is there anyway that more than one persone can right to a database at the same time? We have mulitple trainers using this database but are limited by one user at a time.
