Front End VERY slow

Keep in mind that LANs run at usually 100Mb which could easily be 100 times faster than your intranet. I doubt you will achieve acceptable performance unless you take some of the other advice in this thread.

I know, I know :( The idea is to keep a copy of the back end in the two sites. How the two will synchronise is still a mystery. We thought of only editing the back end on one site and manually copying it to the other site. Additions and edits are rare so it might just work...
 
We get charged per user to get access to the terminal server. I doubt it is cost effective for what the database is used for.

Compared to the other alternatives it is quite likely to be cost effective. Upsizing to SQL Server, or rewriting for ASP, or using Jet replication properly and safely is going to be vastly more expensive and introduce all sorts of places where things can break.
