Help undo Min Max Button

2 weeks ago I lock down the Access back screen (This is not the Switchboard or the Database) so that it could not be Min or Max or Closed. So the top bar is locked down. Does anyone know where I might have found the changes to make this completed. I need to reverse the MIN and MAX to be enabled?
