how can i make a background form

Hi all. I'm designing an application and my objective is to have a navigation form floating on a background form. The background form should locked or something, user is not allowed to modify it when the navigation form (& other forms) is floating on it.

Try setting your Navigation form's Modal Property to Yes/True.
