I have a table with the following fields, month, name, and % to goal (sales).
I am trying to start a certification program for their sales. Anyone who gets at least 80% to goal for 6 months in a row will receive a title of "Intermediate" and will get a 10% increase for that months check. Anyone who is 100% to goal for 4 months in a row will receive a title of "Expert" and will get an extra 20% on that check. Anyone who get 100% to goal for 4 months in a row and has no tardies (tracked separately) will receive a title of "Expert II" and will get an extra 25% boost on their paycheck. They must progress through each of the tiers to receive the extra money on their paycheck, meaning, they must first meet the Intermediate criteria, then the Expert, then they will be eligible for the "Expert II" title. If they do not meet the criteria, they will start over again at their current level. So if they are in the "Intermediate" title running, and they pass 3 months, and their 4th month, they do not meet, they will have to build 4 months in a row to gain that title.

Would performing a loop through the record set some how come into this? What's throwing me off is being able to assign a title to them without having to manually figure this out. If they miss a month, I need to start the counter over again. Please help. I am simply just looking for a starting point.

I am not gifted but this is how I would proceed.

It should be fairly easy to calculate what % of goal has been achieved for the last 4 and 6 momths, working with the highest level downwards.
When the sales 'level' has been determined than check the individuals current sales status which I would suggest should be on their personnel record. This can achieved by adding two fields to the individuals records, status and DateGranted. This enables the routine to track whether they are being 'promoted' or demoted AFTER the current month sales calcualation.
