IIf function question?

I am having trouble performing an "IIf" function with percentages. It works when the results are just numbers, but it would help greatly if it would work and show the percent symbol as well.
ie: IIf([Housing Ratio]<=38%,"Pass",IIf[Housing Ratio]>38%,"Caution"))-I get an error with this.
But if I change the form to just show a number, it works.
ie: IIf([Housing Ratio]<=38,"Pass",IIf[Housing Ratio]>38,"Fail"))
* Can it be formatted to work with percentages?

38% is not a number , it is a string, enclose in "" ie "38%", of course I suspect the data is 38 and you format it as a percentage to view.
