The primary reason to hire persons of nonconforming immigration status is to staff a task at a less that conforming term of employment. There are persons who will work very hard under deplorable conditions for a pittance. It also enables employment terms to be as a cash basis and include undeclared or unreported taxes. These same business practices also prompt other industries to close their doors in countries with high work standards and move operations to locations of lesser requirements and responsibilities. Contingency costs per employee is very high in non-third world or 'developing' areas, something to keep in mind when you hear the next 'unemployment' statistics.
