No. This would lift the database size limitation (while breaking 32/64bit compatibility) but all the other limitations would stays in place.

That is becoming speculative. We can wander far afield by pursuing this but I believe the point has been made. When you force the experiment circumstances to an apples-to-apples comparison, ACE is as fast as other DB systems. The limitations imposed externally or by hardware environment are more likely to be limiting and the ACE engine itself, until you start getting large enough to really NEED a hotter DB.

There's a good quote in that original article which was

"When they created Access the problem was that they did too good a job.."

The query designer still seems much better to me than SSMS
Similarly the relationship designer seems better than SSMS
Master Details form designer is absolutely excellent.
Code behind is incredibly easy
Crosstab queries are much much easier to put together in MS Access..

and I'm comparing SSMS latest to Access 2003 there!!!

Match it up with postgresql and you could design any enterprise solution that would cost less, take less time to develop and handle anything 99% of the world would throw at you compared to any other desktop networked stack.
