Is the "Microsoft Access Project" still issued by Microsoft and What is its latest

Microsoft Access Project is the MS Access edition that is used to directly connect with database. It used the "Stored Procedure" instead of Queries, and so on.

Kindly, I need to know:

First, Is Microsoft still releasing it? What is its latest version
Second, Where can I get it?

If you are referring to ADP, they have been discontinued in Access 2013, which is the most recent version of MS Access.

I think A2007 was the last version that could create an .adp.
Nope, 2010 can create one. It isn't the easiest to figure out how to do it on your own as they hid it a bit, but all you have to do is to browse to the folder where you want to put your application and type the name and select the File Type. See pic:

But I Do NOT suggest creating one and going there as it will end badly if you do go to 2013, as Pat said, they are no longer in 2013 AT ALL
