Is there a way to open/run an Access 2003 Database from Access 2000?

no, you will get the database format not recognized message

if the the A2003 is developed in A2000 format, you should be Ok, but if its in A2003 format you wont be able to open it

Not really I'm afraid - you could convert the 2003 DB to run on Access 2000, but you would need Access 2003 to do this.
